The spacious new 28,000 square foot public library incorporates green energy and environmentally sustainable features such as solar power array, electric vehicle charging stations, native landscape (requiring no irrigation) and quality storm water enhancements. The library is one of the most environmentally friendly buildings in New Castle County targeting LEED Silver Certification.

Apex Engineering was involved in the project from design through construction and as-built phases, providing site design, survey, layout, stormwater management analysis, roadway and entrance design, CCR, as-built and construction RFI and submittal review services. The Appoquinimink Community Library helps shape New Castle County as a wonderful place to live, foster community engagement and keep the public infrastructure relevant to the evolving needs of the people it serves.

The old GM Plant was purchased by our client Harvey Hanna & Associates. The 142-acre property was previously inhabited by General Motors assembly plant near Newport.  Part of the original site will become a logistics center for Dermody Properties, a distribution company with Amazon as a client. The new center is estimated to bring 1,000 full-time jobs to Delaware. Apex headed up the Civil Site Development Engineering portion for Harvey Hannah helping make the project more appealing to buyers like Dermody and Amazon.

The project was recorded in four months as a redevelopment of a brownfield site that proposes to construct four buildings totaling around three million square feet in new commercial space housed in four buildings. The buildings will be constructed in multiple phases, with additional green space, improved storm water management and new landscaping buffers added to the new business and distribution campus. The main parcel will also be subdivided into separate parcels.

Apex Engineering, Incorporated (Apex) completed site design services for Christina Care Health Services (CHCS) to construct a 7 story addition to the Women’s wing of the hospital along with a 5 story parking structure.  Our team compiled a layout study to determine the most efficient and desirable building locations, and layout of the parking areas and stormwater management areas.  Apex updated utility plans, performing traffic operational analysis, designing stormwater management facilities, preparing erosion and sediment control plans and submitting all associated site design plans.  These improvements were fast tracked to aid in the improvement of the hospital facilities so the hospital can provide top of the line care to patients and their families.   The Christiana Care Center for Women and Children’s Health opened it’s doors April 27, 2020! Apex was honored to be a part of a project further defining Christiana Care and Delaware’s healthcare system as outstanding in both technology and service.

The Plaza and Splash fountain in Rodney Square in Wilmington, DE opened June 2, 2021. The Plaza and Fountains were Phase I of the Rodney Square Works Project, a multi-phased public-private partnership led by the Rodney Square Conservancy (RSC) to renovate this historic area.

Apex was grateful to be a part of the design team performing the survey, preparing the site plans, facilitating the drainage and utility coordination, planning the erosion and sediment controls, and completing the Street Improvement Plans work on this phase. Apex is also involved in the Phase II portion of the Project.

Rodney Square is located in the heart of the downtown of the City of Wilmington. The public square was constructed in the early 20th century by John Jacob Rasko under the direction of Pierre S. duPont to create more beauty in public landscape. The design was influenced by the “City Beautiful Movement” in an effort to “improve social order” through the creation of attractive spaces to encourage civic pride and engagement. Since 2011, the Rodney Square landscape and buildings, the Caesar Rodney Equestrian Statue and the Nemours Building were placed on the National Register of Historic Places as the Rodney Square Historic District. Rodney Square houses two bus stops for several DART bus routes. From 1992 to 2017, it was a main hub for DART before the Wilmington Transit Center was built by the Wilmington Train Station. The square is surrounded by the DuPont Building, New Castle Court House and City Hall, Wilmington Institute Free Library, United States Post Office, Court House, Custom House and Nemours Building. Rodney Square is truly a gorgeous, multi-functional representation of the City’s current and historical community.

Apex Engineering Incorporated has worked with Wilmington Country Club since 1999.  OOur team helped the club design an expansion to its own onsite irrigation system, which doubles as stormwater management for the 335-acre property located on Kennett Pike in Wilmington, DE. As part of the master plan for future improvements, Apex designed 23-million-gallon secondary storage reservoir, that was interconnected to the original reservoir and a third pond, that is also a hazard/water feature for the 13th hole of the North Course. These tasks were carried out while the clubhouse and golf course remained open for the club members’ benefit. Our team performed a topographic survey of the site and prepared a site construction plans. This project also included the relocation of utilities, an erosion and sediment control plan, and permitting for the re-construction of the north course.

Apex also prepared site design for the 20,000 square foot addition to the clubhouse and modifications to the exiting putting green. Another project included the new building housing three indoor tennis courts, new handicap accessibility between the existing tennis building and the new tennis building. It’s very likely you saw some of the Apex site design areas if you watched any of the 2022 BMW Championship. Apex is grateful to continue improving the quality of life in our region and keeping Delaware green through years of working with our wonderful clients like Wilmington Country Club.

Apex completed professional engineering and surveying services for our client, Intercollegiate Studies Institute (ISI), for their parcel located near the Hoopes Reservoir. The property had various restrictions due to its proximity to the reservoir, onsite wells and septic, mature trees, steep slopes, previous land stipulations and historic overlay. Apex worked with ISI to maximize the sites potential while satisfying the governing agencies and neighbors. The finished project will include a 12,880± S.F. addition, supplementary parking spaces, converting some paved areas to pervious surfaces, relocation of stormwater management facilities and associated site improvements.

Goober’s Diner and Garage opened in late 2020 off North Lincoln Street in the City of Wilmington, DE as a space to gather and enjoy two American classics- vintage cars and comfort food. The two-story, stainless-steel restaurant serves traditional diner cuisine including all day breakfast. The high-tech garage houses part of one of the owners, Vance Kershner’s, personal car collection and is open on special occasions for viewing. Even the name Goober evokes nostalgic charm, as it comes from the character, Goober Pyle, on the old TV sitcom "The Andy Griffith Show". The original three parcels were combined into a single parcel during the project to house both the garage and diner buildings and the associated parking. These spaces compliment each other perfectly and bring a cool, retro aesthetic and a deeper appreciation for the classics to the City of Wilmington.

Apex is currently working on several projects for Delmarva Power. Some sites include the NCRO site on Eagle Run Road in Newark, DE and the LNG Plant in Wilmington, DE. The NCRO site is proposing additional square footage of both enclosed and non-enclosed structures, demolition of existing buildings, a site reconfiguration and associated stormwater management and site improvements. The LNG Plant is for a proposed pole barn and material storage area to be built on site. Apex is responsible for all site, stormwater and layout on both projects,

Apex Engineering Incorporated (Apex) has completed the topographic survey, site design, layout study, traffic impact study, stormwater management, CCR and other related design tasks for Wilmington University's new North Campus on U.S. 202 and Beaver Valley Road in Brandywine Hundred.  The project included three classroom buildings on the 41 acre previously undeveloped property.     The project kept with the natural beauty of the surroundings while allowing for sustainable expansion for the growing university.

Apex has worked with the University in the past.  Our team prepared site design plans for the expansion of the institution’s administration/classroom facility at the New Castle location.  Apex’s team preformed a topographic survey of the parcels of land that comprised the new building, parking lot and stormwater management basin.  Our team was able to work quickly with minimal disturbance to the University’s daily activities.  The project also included the preparation and submission of a record minor land development plan, landscape plan, lines and grades plan, erosion and sediment control plan and the as-built survey and plan of the final building footprint.  The Wilmington University project required the campus to remain open during the building process.    Apex understands the need to work seamlessly with the design team and school in order to achieve the best final project that fits the client’s vision while allowing “business as usual” to continue.   

Apex Engineering Inc. has been the elected Engineer for St. Andrew’s School for over a decade.  Our team has worked hand in hand with St. Andrew’s to ensure that their facility’s routine is not interrupted by the construction of the projects.

Arts Center: Apex Engineering Incorporated prepared a site design for a 45,000 ft Arts Center, consisting of classroom and practice rooms for music, theater, drawing and other art related disciplines.  The centerpiece of the Arts Center is a state-of-the-art concert hall both acoustically and mechanically.  This project includes the demolition of the existing building, topographic survey of a portion of the site, utility and grading design, record plan approval and variances for relief from the subdivision and zoning code.

Field House: We prepared site design plans for a 55,000 sf athletic field house addition to the existing historic gymnasium. The new structure is designed to include an indoor track circling 3 multi-purpose courts, upgrade to the racquetball courts, new locker rooms and athletic storage space, along with a state of the art exercise and workout area.  This project includes the remodeling of the existing historic gym building.  The site design included a topographic survey of the entire 2,500-acre site, utility and grading design, underground stormwater management and platinum LEED certification. This project received the GOLD Award for the LEED design from U.S. Green Building Council. The design had to be carefully graded to maintain existing athletic fields adjacent to the building and maintain access by the students to all of the existing buildings.

Tennis Courts and Pond: This project included the design of a 14-court tennis facility and organic garden and greenhouse, with a small pond that will be used for recreational skating, fishing and other leisure activities.  A pump powered by a wind turbine will pump water from the pond to irrigate the organic garden. 

Apex provided for engineering and land surveying services for a 3,000 square foot restaurant nearing completion on Limestone Road.   Our team prepared and submitted an exploratory sketch minor land development plan, a record land development plan, and a site construction plan.  Apex also designed stormwater management facilities, completed as-built surveys, contract administration services, CCR review, coordinated with the Fire Marshall, wetlands consultant, architect and owner to complete this successful project.  

Apex Engineering Incorporated (Apex) completed the site design to construct a library and the associated site improvements off Route 9 in New Castle, Delaware.  The project was fast tracked to help aid in the economic development of the area.  Apex completed the topographic survey, layout study, traffic impact study, design of stormwater management facilities, erosion and sediment control plans, construction administration services, and other related design services.  This project is part of the Route 9 Innovation District project and community redevelopment efforts for this area.  

New Castle County’s Route 9 Library and Innovation Center was awarded the 2018 AIA Delaware Honor Award and was named a finalist for the 2019 National Medal for Museum and Library Service.

Apex provided a property and topographic survey of an existing 1.8 acre site and provided site design for a 60,000 square foot, 3-story University Bookstore with University office space above the store.  The site design incorporates the existing historic Christina School District office building to seamlessly mix the classic colonial design the university is known for with a forward thinking modern aesthetic.  The buildings and adjacent courtyards serve as a passage way between Main Street, Academy Street and Delaware Avenue.  The courtyard serves as an extension of the indoors, providing students with an engaging and natural setting in which to both study and socialize between classes. Café tables and built in seating offer a variety of opportunities for both individual and group interaction. The site has surface parking with underground stormwater management designed to infiltrate any increase in runoff associated with the new development.

This project was proposed to construct an 18-hole championship golf course on approximately 250 acres. The vast majority of that 250 acres exists within the 100-year floodplain of the Mill Creek and White Clay Creek. The floodplain has been designated zone AE with floodway on the Federal Emergency Management Agency (FEMA) – Flood Insurance Rate Maps. Due to the designated floodway, a Conditional Letter of Map Revision (CLOMR) was required by FEMA prior to any land disturbing activity within the floodway being permitted.

In order to fulfill the requirements of the CLOMR application, aerial topography of the entire 750 acre property was shot and field crews collected stream cross-section topography. A pre-development and post-development hydrologic analysis of the 4.7 square mile subwatershed that contains the property was performed. Pre-development and post-development hydraulic models of the 3.25 miles of floodplain that exist on-site were created using HEC-RAS. These models were used to assist the golf course architect with grading design to ensure that the proposed construction of the golf course would have no adverse impact on the floodplain.

Apex  Engineering Incorporated (Apex) prepared the site design plans for a gymnasium/athletic complex addition consisting of two new basketball courts, wrestling facility, locker rooms, storage equipment rooms and staff office space.  We performed a topographic survey of a portion of the site in the area of the additions, parking lot, permit obtainment and stormwater management design.  The project also included the preparation of a record minor land development plan for the 38,000 square foot addition, lines and grades, and erosion and sediment control plan and entrance/exit plan.

Apex completed the Exploratory, General Development, Record, Fire Marshal, Entrance/Exit, Septic and stormwater management as-built Plans for Bidermann Golf Course’s new 11,000 ± S.F. maintenance Facilities and all associated improvements. Our team also combined the two parcels totaling around 160 acres where the Maintenance facilities are located. The project was completed with minimal disturbance to the club facilities.

The Administration/Maintenance complex project consisted of the design of the new Administration Building and Maintenance compound for the Doyle Cemetery. This project relocated the existing uses from separate areas on the Cemetery site and allowed them to operate in one central compound. The design consisted of the new Administration Building, the new Maintenance Building, the new Vehicle Storage Building, and the relocated Pole Barn. Apex Engineering Incorporated prepared the topographic survey of this area and assisted in the overall site layout design process. Other services included the preparation of a detailed construction plan, stormwater design calculations, an erosion and sediment control design, and the design of the on-site septic system. Apex also assisted in the permit approval process through various State and County Departments.

MBNA has been a client of Apex Engineering, Incorporated (Apex) since the company’s founding in 1995.  Bank of America has continued to hire Apex since they acquired MBNA in 2006.   Apex has prepared site design plans for MBNA office, office conversions, daycare, recreation, maintenance, and warehouse buildings in Delaware.  Apex has helped with the layout and modifications of the corporate campus in Delaware.  The complex is walkable with several outdoor spaces for the employees to gather and build teaming relationships that are conducive to their work environment. Our work has included performing topographic and utility surveys, site layout, grading, storm water management design, traffic engineering, permit obtainment services and the preparing and securing approval of land development and site construction plans. Apex has been working with the State of Delaware on the Herman M. Holloway Campus for over nine years.  This site is an existing State headquarters for the Department of Health and Social Services and is also an existing mental hospital.  The hospital and headquarters remained in operation during all phases of the project which included construction of buildings and roadways.

Campus Analysis: The campus has buildings and utilities in excess of 100 years old and until the 1980’s, no form of stormwater management.  Apex prepared a comprehensive engineering analysis for the entire 130-acre facility.  First a set of control points was used for the preparation of an aerial topographic survey. A comprehensive review of the voluminous records was conducted to piece together the existing drainage system throughout the campus. This utility network was transferred from map format into AutoCAD database in order to be incorporated into the latest topographic survey. Apex performed data review, interviews and extensive field reconnaissance to determine problems within the developed watershed.

Delaware Psychiatric Hospital: Recently Apex prepared Record and Site plans for the new Delaware Psychiatric Hospital.  This project consisted of preparing a minor land development plan for a new 350,000 square foot hospital on the existing Herman Holloway Campus of the Delaware Health and Social Services Department.  Services provided include property and topographic survey, site design and layout, parking lot grading and design,  stormwater management design, utility design and connections, relocations of site features, and plan approval services with both New Castle County and the State of Delaware.

Apex Engineering Incorporated (Apex) prepared comprehensive site design plans for a 140 unit elderly care facility at Carillon Crossing. Apex performed topographic and property surveys of the site.  Our team seamlessly integrated all technical disciplines’ designs into the site plan while working closely with the governing agencies to obtain the necessary permits to deliver a successful final project.  The site design focused on creating a close community feel with a “main street” and outdoor courtyards that were easily accessible by the elderly residents and their visitors.  Building on the natural beauty of the area, Apex utilized the existing rock on the property to enhance the complex’s landscaping and create a visually coherent site.    Apex’s services on the project also included drainage, stormwater management, parking, sidewalks and the preparation and submission of a record plan and landscape plan.  

Apex Engineering Incorporated prepared a minor land development for a series of additions to the St. Edmond’s Academy campus. Site construction plans consisted of a lines and grades plan, erosion and sediment control plans, stormwater management reports, sanitary sewer designs, a soccer field, landscape plans, and floodplain analysis and contract administration during construction. Property and topographic surveys were also performed.

 Apex was responsible for evaluating two potential sites for the second proposed high school in the district. Our team prepared property and topographic surveys of the two sites, as well as, environmental studies for the properties. Apex worked with the Appoquinimink School District to prepare potential layout studies of the sites in order to help the school board make the most informed decision for the growth of the district. Once the site was chosen, Apex prepared the site construction design plans for the new 210,000 square foot high school.  The design included a 4,000 seat football/soccer stadium with all-weather surface, an eight lane track, tennis courts and eight natural grass playing fields. The site chosen straddled both New Castle County and the Town of Middletown jurisdictions.  Apex worked diligently with both territories to obtain the necessary approvals to complete the project. We performed site grading, drainage, stormwater management design, erosion and sediment control, parking and roadway design. Apex’s team worked closely with the State Department of Transportation to coordinate the new entrance that was being tied into a roadway design upgrade of Bunker Hill Road and the construction of a new traffic circle.  The site design also had to accommodate the future Route 301 corridor that will someday be constructed adjacent to the school property.

Apex Engineering Incorporated prepared a minor land development plan for the expansion of the existing Easter Seals facility.  This project required the existing facility to procure additional land from the New Castle County Airport property.  A subdivision plan of the New Castle County Airport to allow this property expansion was included in this project.  Apex’s team continually coordinated with all local, state, and federal agencies to obtain the correct permits and approvals needed throughout the project to ensure an expedient completion. Our design services included a property survey in which we set new property corners, master planning and design for site layout of the new facility, site capacity calculations, preparation and approval of a Record Plan, fire marshal plan, entrance/exit plan, landscape plan, lines and grads plan, and a stormwater management facility report and calculations that addressed the quality and quantity with state regulations.  Services also included construction phase tasks such as Certified Construction Review, site work review for plan compliance and miscellaneous inspections and reviews.

Apex Engineering Incorporated prepared site design plans for two additions – a three-story apartment addition (15,500 square feet) and a two-story health wing addition (9,250 square feet). A topographic survey of the eastern half of the site in the area of the additions, parking lot, and stormwater management basin were performed. The project also included the preparation of a record minor land development plan, lines and grades, and erosion and sediment control plan.

Apex Engineering Incorporated provided a range of land development planning services on this project. Our work included the preparation of a schematic site plan for a 1,600 car parking garage which was added to the existing hospital; a site construction plan for a 10,000 square foot, one-story modular laboratory, which includes site improvements for the existing hospital; 15,000 square foot Neonatal Intensive Care Unit to existing upper floor of hospital; investigation of utility service for proposed visitor center; and construction layout.  Knowing the importance of keeping this facility operating during the construction, Apex worked closely with the site contractors to ensure the hospital campus would function with ease during the entire process.

Apex Engineering Incorporated performed a property and topographic survey of the combined parcels, totaling approximately 12 acres with access on Terminal Avenue and New York Avenue in the City of Wilmington, Delaware.  The City decided to relocate their operation from the Riverfront to this site since the Riverfront site was too small and wanted to consolidate Public Works and Parks & Recreation.  The site consisted of a 145,000 square foot Publics Works Center, a 42,000 square foot Maintenance Facility, a 15,000 square foot Cold Storage Building, Material Storage, a Fuel Farm, Salt Storage, a Vehicle Wash area, and parking for 270 cars and 70 trucks.  We prepared a subdivision plan to combine the parcels and a site construction plan that included the design of grading, drainage, storm water management, sanitary sewer, vehicular circulation, and an entrance/exit plan.  Placement of the buildings and services with the vehicle circulation around the site were critical components of the site design with the intermixing and maneuverability of trash trucks, snow plows, street cleaning trucks, along with the police fleet and other public works vehicles in addition to employee vehicles.  Security was also a concern in the design of the facility.  The access points to the site were equipped with security gates and pedestrian gates were strategically placed since the property was located adjacent to a park that the City was trying to revitalize.
