This site is an existing State headquarters for the Department of Health and Social Services that has buildings and utilities in excess of 100 years old. Apex Engineering Incorporated was selected for a multi-year contract to provide engineering and surveying services. One of the tasks was to prepare a pavement management program for the entire roadway and parking layout throughout the campus. Pavement borings and extensive field inspections were completed in order to evaluate and rate the condition of the road network. The company also prepared a comprehensive engineering analysis for the entire 130-acre facility.

First, a set of control points was set for the preparation of an aerial topographic survey. Then, a comprehensive review of the voluminous records was conducted to compile the existing utility network throughout the campus. This utility network was transferred from map format into an AutoCAD database in order to be incorporated into the latest topographic survey which can be the basis for a future GIS for the campus. In addition, the site was analyzed to determine the most practical and cost effective location(s) for the stormwater management basin(s). A TR-55 analysis was performed to establish peak rates of flow and a hydraulic grade-line was prepared in order to determine the adequacy of the drainage network.
